I think some of this is GPU-dependent (textures are being uploaded to the GPU) but I suspect it is dependent more on CPU and system bus speed. Ian would know best. Unfortunately, there isn't a fix for it. The new engine does what is has to do and there are no configuration settings to change texture management behavior.
