It does have to do with your system but its unclear which is more important, CPU or GPU. My guess would be that this is affected by both. There may be some slight drops on my system but nothing perceptible. If you can actually notice the frame rate dropping, then it's likely the system is not powerful enough.

Have you tested the new 3D engine on your system?

Using the Legacy engine works fine without slowdown.

You just need a fast cpu. The new engine is definitely heavier on the cpu than the legacy engine, because it does more mesh processing. It also has to split the meshes based upon texture type, which increases the number of draw calls vs the legacy engine, which again is more costly on the cpu.

But I did implement culling which depending on where you are standing might throw away a lot of geometry which will generally speed things up.

On my system, the new engine works great. No perceptible slowdown. But I built my system this year with the new Skylake processors and an Nvidia card, so it's not a good reference point for minimum specs ;)

Like a 2.5 GHZ CPU? MY CPU boost up to 3.1 GHZ when turbo boost is enabled.

I never had any problems with the New 3D Engine. Not even a frame drop. But no need to worry about frame drops. Is not a big deal. ;)
