phpbb forum admin for 20 years here. You need to run the converter function to go from phpbb2 to phpbb3. It's pretty easy and all instructions are here:

I recall trying to update phpBB many years ago and at that point it wasn't working at all. I'm not sure if I have the old database files anymore.
