Both vs2 have export and usa versions and the older one only have japanese.
SEGA games are made in Japan and USA, but i never realized was made in Japan the first version, as we can see there is one flyer of Virtua Striker 2 in japanese version.
Maybe they had only the earlier version?
There is more Step versions in the '99 and '99.1?
There is more US/Japan/Export versions in both 3 versions?

And for you981, there is only exclusive versions for both Japan and Export/USA only.
I didn´t see yet some Japan/USA in one single PCB for sale if they existed.
