arcade racing as a genre is totally dead.
Now there are only the pseudo arcade open world racer (F Horizon or The Crew) or the simulation games (GT, Forza), both terrible genres.
Even the last good arcade circuit racer, Driveclub, died.
In this scenario we can't blame Sega when it's all the industry that abandoned an entire genre.
On the contrary Sega stll try in the arcades, with new Initial D or the new Sega world driver championship that looks very promising, but both will never receive a console port.
The only hope for Scud Race and Daytona USA 2 would be a Model 3 compilations for consoles, but after the fail of model 2 collection initiative (that failed because it was done in a wrong way, by selling each game separately, digital and at a high price) I don't think they will ever try with even more obscure arcade systems like model 3, system 32 and others.
So in the end emulation is the only way.
That doen't mean that I give up on official ports, I'll be the first to buy an official port of any previously unreleased Sega arcade game, but until then...
