keep joystick function even when emualtor is not in focus

Hello,

Is it possible to keep the joystick function when emulator is not in focus ?
Yes i know in most most games and other emulator programs they will not response to joystick/keyboard input when they are not in focus, but some do.
It will be great since it allow real control of 2 emulators in 1 PC like spikeout netplay. Now you can only control the emulator which is in focus
