So there's a noticeable difference in GFX between SVN builds 303 and 323?

Grabbing the latest SVN 333 now to have a play!

Here's something to play with: dgVoodoo2. You can force Sega Rally 2 to run in HD or higher res :-D looks good! May do a screenshot later.

http://dege.freeweb.hu/dgVoodoo2.html put the 3 files from the MS folder, along with the config exe file into Sega Rally 2 folder. You might need to run the game in WinXP mode (I do on Win10, I think).

Ooooh, I need to give that a try when I get a day off. Still waiting for a fix for analog controls; neither my PS2/N64 adapter, my 360 controller, or DualShock4 work with Sega Rally 2, each one suffering a zero deadzone issue for menus, causing the cursor to constantly move up/down or left/right (whichever is applicable at the time), followed by an inability to steer right or use the gas pedal once in-game.

Maybe you need nGlide. It fully emulates a "Voodoo Glide" video card from the 90's. I tried it in Half-Life alpha and it worked! Link is here: http://www.zeus-software.com/downloads/nglide

As an aside, if anyone who has gotten analog controls to work properly in Windows 7 could PM me, it would be greatly appreciated. I've been using my legit store purchased circa 2001 NA
PC CD install/play CDs to no avail.I just want to play with analog controls without going back to my Dreamcast and its horrid WinCE frame rate issues. That game hasn't run problem-free for me since I was on Win98 SE.

Here's Sega Rally 2 PC version at 1080p (1440x1080 as 4:3 aspect ratio) using dgVoodoo2:

Thanks for sharing this new solution Iceman !
I've followed the install instructions but it doesn't make any change.
I have set the dierctX tab , as Sega Rally2 is using direct X and not glide.

One way i'm sure it doesn't work is because of what I read on the dgVoodoo website :
"Over on the DirectX tab there’s the option “dgVoodoo Watermark”. This applies a watermark to the games graphics in the bottom right hand corner of the screen. While you are configuring dgVoodoo we recommend leaving this option on, as it is a good indicator that the wrapper is working correctly."

On the screen capture posted, we can't see the watermark because it's supposed to be on the bottom right hand corner of the screen.

Another thing that made me think that dgVoodoo doesn't work is because I have this error message at the game launch :
"We strongly recommand you to use a video card that is supported by thsis game. If you are using a video card that is not certified for sefa rally 2, the game might not run properly."

Any help please ?

It works great for the resolution ! (I've tried only the 1024x768 for now) I have been waiting for YEARS for a solution !!!

And now, here is another solution to make the game more "smooth" on screen :
I have read on some website that you can, with your graphics card control panel you can force anti-aliasing and anisotropic filtering.
I have an AMD card, and made a specific profile for sega rally 2, and set every graphic option to the highest settings possible, underpassing the original settings for the game and guess what..it looks as smooth as the arcade, REALLY !!!!
no need for dreamcast or arcade emul..!! Well, no use for me, and easy to play through VPN !

I turn off the dgVoodoo watermark. If it's ticked it will be in bottom-right corner, that's correct.

Something to add: Make sure you've not ticked the pass through option under DirectX tab.

Also, running the game with a Win98 compatibility mode (etc) can make it not work. Also I tend to lose the sound effects if I mess about with the audio too much, and have to dig about in the registry to remove an auto-applied fix.

I can take a look later at exactly how I run the game. Don't use the pop-up launcher to run it, if I remember correctly.

Finally, check you're using dgVoodoo2 properly: the dgVoodoo control panel program should be in the game folder, along with the 3 dll files from inside the MS sub-folder (don't copy the whole folder into Sega Rally 2 folder, just the 3 dll files and the dgVoodoo control panel program.

Okay I double-checked my install. I've got these in the game folder:
dgVoodooSetup.exe
D3D8.dll
D3DImm.dll
DDraw.dll
(the last three from the MS sub-folder of the dgVoodoo zip file)

I have no compatibility set on LAUNCH.EXE
SEGA RALLY 2.exe I have Windows XP (Service Pack 2) compatibility mode set on the .exe (I think other settings can work too)

I run _inmm.dll to get CD audio back in game (that's covered elsewhere online).
