It's simple. I hate so much Windows 10.
Untill i see that windows not stable correctly i will not change from the 7 one. :)

That's really weird, it's working fine here.

Maybe I'm stating the obvious or something really stupid, but you do know that the emulator has two versions, one for single core computers and another for multi core ones.
Did you try both of them?
Are you trying to run it on a laptop? Maybe you should force it to run on the dedicated graphics card.

By any chance, when you try to launch the rom, some window with a error message appears, or simply the game starts, a window appears and then right after it closes itself?

Here I´m with the W10, already with the anniverary update, I played a lot these days, no problem after all.

It may be a simple matter of updating drivers of your GPU, another thing that may be happening is a discrepancy between your native resolution and the resolution you specified in .ini eg your screen has 1280x720 and .ini is specified to use 1920x1080 , this has already nailed me some pieces.

Try using the compatibility mode or running in as admin.

Thanks for all the suggestions. Tried them all, including ForcedManaged. Neither binary works correctly. Resolution doesn't have any effect because it doesn't even successfully switch into a different video mode before crashing (and there is no window that pops up before, it just crashes). Admin mode doesn't help, nor does compatibility mode (tried XP SP3). Bummer.

Well, this is bad and strange as fuck!!

I can not think of anything else I can suggest to you, and this is frustrating.

I wonder if it will not be some kind of conflict with dependencies used in the programs and tools you use for development, maybe some conflict with Microsoft tools, some DirectX linked dll used to compile code that is in the system and causes that behavior.
