Use the '-config-inputs' command line option. Check out the Help page and read README.txt. This question has been addressed in detail several times on this forum as well so I recommend searching through past threads.

Thanks for the link Brat, but every time I use -config-input command it ask me to set it from the start for every thing not for the specific game, like I want to set my wheel with scud but for this I have to set from the start till end. not just for scud......

Not true in v0.2a. Read the on-screen instructions carefully. You can use up/down to scroll to a particular control and only change that.
