You'll have to change the region manually then:
SEGA RALLY 2 (Model 3 Step 2)
Go into the test mode, using the service button do 4 short presses, 2 long, 2 short and 1 long.
Also, since Sega Rally 2 likes to crash everytime you exit the test mode, you can just reset the emulator, then your region should change to the ones you want.
