How hard would it be for konami cobra emulation?

something a little bit off topic, but how hard can emulating the konami cobra system? i mean, they use the same CPU architecture, IBM's PowerPC, and the only things to worry about are the graphics, and sound. so how hard can it be?
Sega has made interesting hardware back in those days, the model 1, naomi, and don't forget the all custom hikaru!
