It's listed as Daytona USA in the Australian Classification boards

They might be legally allowed to release the Dreamcast version with the Daytona USA name. Legally, there is a trademark for "Daytona Internation Speedway" and probabely "Daytona USA".
But not the word "Daytona", as there are many products that use that name from shoes to shops.
Maybe Sega bought the rights - maybe there was never really any legal precident just internet rumors....who knows - Expect a Daytona (USA) or Sega Racing (Classic) Online
If the music is removed just mute the in-game music and play the sound track in the background....
