Controllers can't bind when in rawinput mode

I have raw input mode set for my dual light gun games. However, when I try to bind coin and start to a gamepad in the controller configuration cli wizard, they don't trigger ANYTHING.

They work fine in dinput and xinput, but obviously I need rawinput to work.

Am I doing something wrong? The controllers are 8bitdo pro 2's set to xinput mode over bluetooth. They work with raw input in retroarch just fine (or maybe there was a second setting for gamepads and they are xinput).
